    JOB SUMMARY
    This position is responsible for managing the administrative functions, as well as the operations and maintenance of the city’s water distribution and sewer collection departments, along with their infrastructure systems. This position has direct supervision over assigned personnel.

    MAJOR DUTIES
    1. Schedules and assigns work orders to department personnel; monitors work to ensure quality and timeliness.
    2. Prepares federal, state, and local audits and consistently ensures compliance requirements are met
    3. Prepares staff work orders as needed.
    4. Develops, implements, and enforces standard operating procedures, including safety policies and procedures.
    5. Trains, assigns, directs, supervises, evaluates, and disciplines employees.
    6. Investigates and resolves customer complaints.
    7. Assists in the development and administration of the Water and Sewer budget; monitors and approves expenditures to ensure compliance with the budget.
    8. Monitors water quality.
    9. Manages the operation and maintenance of equipment.
    10. Reviews reports completed by subordinates for accuracy and completeness.
    11. Researches and makes recommendations regarding the acquisition of new equipment.
    12. Ensures compliance with state and federal standards.
    13. Coordinates activities with other city departments.
    14. Performs all other duties as assigned.

    KNOWLEDGE REQUIRED BY THE POSITION
    1. Knowledge of water and sewer infrastructure construction, maintenance, and repair principles.
    2. Knowledge of relevant state and federal regulations.
    3. Knowledge of safety principles and practices.
    4. Knowledge of budget management principles.
    5. Knowledge of personnel management principles.
    6. Knowledge of computers and job-related software. 
    7. Skill in oral and written communication. 
    8. Skill in prioritizing jobs and scheduling projects. 
    9. Skill in the operation of a variety of construction tools and equipment.

    SUPERVISORY CONTROLS
    The Deputy Director of Public Works assigns work based on very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results. 

    GUIDELINES
    Guidelines include safety procedures, state and federal regulations, AWWA standards, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

    COMPLEXITY/SCOPE OF WORK
    • The work consists of a variety of management, supervisory, and maintenance duties. Inclement weather and field conditions contribute to the complexity of the position. 
    • The purpose of this position is to manage water and sewer systems operations and maintenance. Success in this position results in the provision of quality services to customers.

    CONTACTS
    • Contacts are typically with co-workers, other city personnel, contractors, representatives from state agencies, customers, and members of the general public.
    • Contacts are typically used to give or exchange information, resolve problems, motivate persons, and provide services.

    PHYSICAL DEMANDS/ WORK ENVIRONMENT
    • The work is typically performed sitting at a desk or table or while intermittently standing, sitting, or walking. The employee occasionally lifts light and heavy objects, uses tools or equipment that require a high degree of dexterity, and utilizes their sense of smell.
    • The work is performed in an office or outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, and grease, machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Work requires the use of protective devices such as masks, goggles, and gloves. 

    SUPERVISORY AND MANAGEMENT RESPONSIBILITY
    This position has direct supervisory responsibility over assigned personnel within a specific area, department, or unit. Direct supervision typically involves managing schedules, performance, and interpersonal issues of other employees. It may also involve recommending changes to work priorities or strategies within an area, department, or unit.  

    MINIMUM QUALIFICATIONS
    • Bachelor’s degree in a field related to the occupational area preferred.
    • Minimum of five years of relevant experience; or
    • Any equivalent combination of education, experience, and training that provides the knowledge, skills, and abilities to perform the job may be acceptable.
    • Minimum of three years of supervisory experience is required; however, governmental experience is preferred.
    • Possession of a valid Class (B) CDL is required; a valid Class (A) CDL is preferred. The license must be issued by the State of Georgia for the type of vehicle or equipment operated.
    • Must possess at least one of the two state licenses listed below and can obtain both within six months.
    • Ability to either possess or obtain (within six months) state certification as a Water Distribution Systems Operator.
    • Ability to either possess or obtain (within six months) state certification as a Collection Systems Operator.
    • Must successfully pass criminal background, credit, and motor vehicle checks.
    • Must pass post-offer DOT drug screening and physical examinations.
