 Executive Order 2 March 24 2020

Dear Smyrna Citizens:

In this quickly evolving environment I want to provide an update to Smyrna citizens as of this afternoon:

-Last night the Governor directed medically fragile individuals to shelter in place until April 6 (people who have COVID-19 or are thought to have the disease or who are awaiting test results; people in long-term care homes, including assisted living facilities and nursing homes; those with chronic heart disease or compromised immune systems; and cancer patients.)

-Bars and nightclubs were ordered closed and gatherings of 10 people or more are now banned anywhere in the state (unless 6 feet of separation can be maintained at all times). 

-The state tax filing deadline was extended to July 15 to mirror the new federal filing deadline.

Smyrna remains in a declared state of emergency and the executive order issued March 20 remains in effect.

This afternoon I issued an executive order that will keep city parks open but close gathering places in city parks like pavilions and gazebos, as well as playground and fitness equipment.  The order also closes businesses that by nature of the service provided requires direct contact with customers – including but not limited to hair and nail salons, barber shops, spas, massage parlors and tattoo parlors. 

The City of Smyrna urges all citizens to remain at home as much as possible, and if you must leave your home be vigilant in your interactions with others.  Please adhere to CDC and Health Department guidelines and maintain at least six feet of separation with others when you are at the grocery store, pharmacy, city parks or other office or establishment.  Wash your hands often and utilize hand sanitizer and disinfecting agents. Staying at home in this urgent moment is our best defense to turn the tide against COVID-19.

EXECUTIVE ORDER NUMBER 2

Pursuant to the Declaration of Emergency adopted March 20, 2020, and for the reasons stated therein, it is hereby ORDERED as follows:

In addition to the items set forth in the initial Executive Order dated March 20, 2020, the following requirements shall be in effect until April 3, 2020:

Definitions:

Essential Healthcare Businesses are defined as the following:

  • Health care operations, including hospitals, doctor offices, assisted living facilities, nursing homes, offices of practitioners of the healing arts, doctors, nurses, dentists, chiropractors, licensed physical therapists, research and laboratory operations and other medical facilities that are performing functions that are necessary to promote health within the City of Smyrna.

 

Direct Contact shall mean the state or condition of physical touching any part of the customer’s body.

 

  1. City parks remain open but within city parks, all pavilions, gazebos, playgrounds and meeting areas are closed. Individuals shall not utilize any city owned equipment in the parks including but not limited to playground or outdoor fitness equipment.

     

  2. All businesses which are not defined as Essential Healthcare Businesses herein, where as a part of the normal business operation, employees have Direct Contact with customers are closed. These businesses include but are not limited to hair salons, barber shops, nail salons, spas, massage parlors and tattoo parlors.

     

  3. The Executive Order Entered March 20, 2020 shall remain in full force and effect.

 

This executive order is effective at 8:00 PM on 24th day of March 2020.
